what We're Looking For

Kane County is accepting proposals from experienced and qualified vendors to establish a residential addiction treatment center within the Kane County Sheriff’s Office. The County would lease approximately 25,000 sq. ft. of open space to a provider who could build out the space to their needs and operate a 60-70 bed program.

The Summary

The County of Kane, Illinois (“County”) provides municipal services to an economically and demographically diverse community of approximately 500,000 residents. The County has a substance abuse issue like all other Counties and Municipalities across the State and the entire Country. The present administration in Washington had identified the opioid crisis as a top priority.

Kane County Sheriff Ron Hain believes that dealing with this crisis is a cornerstone to the County’s holistic public safety plan. His approach is to be pro-active and design a system that deals with the issue immediately after an arrest and upon entering the Kane County Correctional Facility (KCCF), or as a citizen of this County who has identified an addiction issue that they or a loved one is burdened with.

Sheriff Hain identified an opportunity to both address the rising substance abuse crisis and make use of vacant space within the KCCF as an inpatient treatment center.

The process

An independent firm was hired to complete a comprehensive feasibility study – including both a logistical and financial analysis – to determine if placing a treatment facility within the confines of an unused portion of the KCCF would be an option to consider. Many providers could qualify as a potential fit to partner with the KCCF to operate a residential addiction treatment center. Identifying the best partner and reaching a mutual agreement will be crucial to the success of this effort.

Kane County is accepting proposals from experienced and qualified vendors to establish a residential addiction treatment center within the Kane County Sheriff’s Office. The County would lease approximately 25,000 sq. ft. of open space to a provider who could build out the space to their needs and operate a 60-70 bed program.

The intent of this proposal is to select one (1) experienced, responsive and responsible vendor meeting all requirements of the specifications, terms and conditions set forth herein. The awarded vendor would be responsible for both the building out of the treatment center and the operation of the treatment center through a lease agreement with the County of Kane
